UN-HABITAT: Window Dressing or Real Change?

Given the ever-widening gap between the richest and poorest countries in the world, I ask, through a series of case studies, whether or not the United Nations Human Settlements Programme is effectively aiding the poor or if it is simply a window dressing for rich countries to say they are.
